I think that this is possible. But basically my idea is this.
When you download a file via the Internet, Norton or some other Internet security pops up and says "Simulating" What it then does, is takes the file you downloaded, and copies it over to a small partition on your hard drive (probably about one or two gigabytes), and then runs it on that partition. Then it looks at what the program actually is doing. Whether it is changing registry files or altering other programs or attempting to connect to the Internet. Then once it has investigated the file, it deletes it from the partion and gives you a notice on whether or not it is save to run it on your main partition. Right now the only problem I can foresee, is having it copy itself onto another partition without rebooting.
